Mr.
Daniel C.S. Ng
CEO & Chief Architect, ArcotectTM Limited
In 2000, Daniel was elected
as one of Hong Kong's "Ten Outstanding Young Digi
Persons". He is now the president of Hong Kong Information
Technology Federation, a non-profit trade association
founded in 1980 with more than 300 corporate members.
HKITF provides a forum in which IT-related business in
Hong Kong can work together for the benefit of the industry
and to maintain a high level of business practice amongst
the members. In addition, he is a committee member of
the Electronics & Communications Industry & Health
Advisory Committee of the Occupational Safety & Health
Council.
Previously, Daniel was
the director of Cable Multimedia Services, a business
unit for multimedia service development and exploring
new business opportunities such as cable modem for high
speed Internet access for Hong Kong CABLE Television Limited.
Together with his persevere and experienced team, in 1999
Daniel has set up an Internet Access service, traded as
'i-CABLE', within three months and which has become one
of the top five quality ISPs in Hong Kong.
Formerly, Daniel was
the founder and president of Hong Kong Star Internet Limited.
He was also the founding member and the first Chairman
of the Internet Service Providers Association in Hong
Kong. In 1992, Daniel was assigned by Star Telecom in
developing wireless handheld product to disseminate financial
data information for professional as well as individual
investors. The DataLink was launched in the next year
with tremendous success.
For a long time, Daniel
has been enjoying personal communication through modem
in his leisure time.
He had setup his first
Bulletin Board System (BBS) during the first summer of
his university course in Canada. His second bulletin-line
BBS had taught him more about how, why and what on on-line
Service and Networks, and the network of networks, the
Internet.
In 1995, Daniel was appointed as president of Hong Kong
Star Internet Limited (Star Internet), the pioneer ISP
in Hong Kong. In mid-1997, Daniel further extended his
interest into another interactive medium, Video On Demand
(VOD) and Broadband Internet. Daniel realized that consecutive
development of telecommunication and Internet technologies
actualized the provision of Interactive Television service,
which will become the common and enhanced network of people's
television set and/or personal computer. In February 1998,
Star Internet (later traded as Digital Television Limited)
successfully awarded the Programme Services license in
principle for the launching Interactive Television service
on 11th February 1998 with the consent of the Chief Executive
in Council of the SAR Government.
The program service license
allows the provision of all pre-recorded program and services
on a point-to-point basis. Daniel has also spared no efforts
in promoting the development of Hong Kong Internet operations.
In November 1996, he took the lead in establishing the
Hong Kong Internet Providers Association with others in
the field, and he was also elected as the Chairman of
the Association for a term of 2 years. During his 2-year
chairmanship, he represented the Association in its coordination
within the industry and with the Government departments
to further develop the information infrastructure in Hong
Kong.

Mr. Billy W.K. Tam
Executive Director, ArcotectTM Limited
In 2001, Billy was elected as one of Hong Kong's "Ten Outstanding Young Digi Persons".
Billy was the founder and CEO of iLink Holdings limited, iLink was the first data center offering application hosting and lease line services in Asia. The major clients included RTHK, ET Vision Ltd.., Mingpao.com. Ltd. and Sony.
Billy was previously Deputy Director of Cable Multimedia Services of Hong Kong Cable Television Limited and was responsible for developing Cable Modem Broadband Multimedia Services, including broadband Internet, Voice-over-IP and other value-added multimedia services. The Cable Modem Project and broadband infrastructure launched by Cable Multimedia Services is the largest Hybrid Fiber Coaxial Network in Hong Kong. Within three months, it became one of the top five quality ISPs in Hong Kong. Billy is a pioneer in launching and implementing cable modem technology in Hong Kong and a veteran in the technical field of the Internet industry.
Billy was one of the founders of Hong Kong Star Internet Limited and Star Interactive TV Limited, which was awarded one of the two Video On Demand Licences in Hong Kong to offer broadband Internet services.
Billy was educated in US and obtained a bachelor degree in electrical engineering from Seattle University. After graduation in 1988, he spent six years as a design engineer, and subsequently senior design engineer with an aerospace company in US employing 6,000 employees.

Ms.
Judy W. C. Leung
Chief Operating Officer, ArcotectTM Limited
Ms Judy Leung is the Chief Operating Officer of Arcotect Limited. She manages all of ARCOTECT capabilities as a focal point, leveraging the company’s Research & Development, IT Services Delivery, Sales and Marketing, overall Human Resources and Administration.
Ms. Leung has over 15 years' experience in corporate management, strategic planning and marketing management in HK & PRC. She joined Arcotect Limited in 2001 as Vice President, responsible for strategy and solutions of the company. She developed the new businesses in Public and Telco sectors.
She is the Deputy Programme Manager of Information Technology Professional Services Arrangement (ITPSA 2002-2005), a standing offer agreement (SOA) of HKSAR from, oversees business operation and delivery of professional services to client departments. She continues to serve Quality Professional Services (QPS), a new SOA covers the period of Dec 2005- 2009.
Ms Leung is elected as the Vice President of the Hong Kong Information Technology Federation (HKITF). She is also serving on the Committee on Management and Supervisory Training under Vocational Training Council (VTC), Industry Training Advisory Committee (ITAC) under Employment and Manpower Bureau (EMB) and IT Training Review Committee on Employee Retraining Board (ERB). She sits in the advisory committee of Honourable Sin Chung Kai. Through the years, Judy strongly involved in protecting IT members' interests on government bodies.

Mr. Victor Cho
Vice President, IT Services, ArcotectTM Limited
Mr. Victor Cho was one of the founders of Beth Group, which merged with ArcotectTM in 2001. Mr. Cho has over 15 years of experience in both Management and Information Technology. He led the Project Management team, Support team and Sales & Marketing team to serve commercial and public sectors. He worked in SOA-ITPSA Programme Management Office for 4 years and in SOA-QPS Programme Management Office since 2005. His expertise lies on thorough understanding of IT services.
